Purpose of project (summary):

The Individual Consultant is expected to develop tailored Sport for Protection training materials based on the existing toolkit and curriculum and ensure the contextualization with Refugee-Led Organizations (RLO) in Indonesia, focusing on enhancing the psychosocial well-being of refugee children and youth. Following the development of material, the Individual Consultant will train and mentor RLOs on effectively implementing the existing Sport for Protection (S4P) curriculum in their programs and activities. The Individual Consultant will also conduct training workshops for RLO coaches and key program staff in order to equip them with the necessary knowledge and skills to deliver the curriculum in a way that enhances participants’ psychosocial well-being, protection awareness, while also providing guidance on protection principles and safeguarding.

Following the training, the Individual Consultant will provide ongoing mentorship to guide RLOs in applying the curriculum within their activities. This includes helping them create safe spaces, ensuring access to positive experiences, and fostering social cohesion through structured sports programming. The mentorship will also focus on strengthening coaches’ pedagogical skills, role modeling, and ability to promote inclusion, resilience, and teamwork among refugee children and youth.

Additionally, the Individual Consultant will support RLOs in integrating protection principles, safeguarding measures, and gender-sensitive approaches into their sports initiatives. By the end of the support, RLOs will be better prepared to deliver impactful, structured, and sustainable sports-based activities that promote protection, inclusion, and long-term positive outcomes for refugee communities.

General Background of Project or Assignment:

As of December 2024, Indonesia hosts approximately 12,008 refugees, with 3,620 children (below 18 years old) and 1,879 youth (age 15 to 24 years old). Almost half of these children and youth reside in Jakarta and surrounding areas, with most of them living independently without support from organizations. With the limited financial support and limited activities provided for them, this demographic is particularly vulnerable to protection risks, struggles with mental health, exclusion and negative coping mechanisms. This demographic also lacks representation in existing programs, which predominantly focus on access to education for refugee children. Consequently, there is a critical need for targeted interventions to address the unique challenges faced by this children and youth population and prioritize their overall well-being.

Sport has long been recognized as a powerful tool for fostering social cohesion, resilience, and personal development, particularly among vulnerable and marginalized populations. Findings from Focus Group Discussions (FGD) with 26 refugees and asylum seekers in Jakarta and the surrounding areas indicate a shared interest in sports among both genders, despite financial and resource limitations. This finding provides a strategic entry point for a sport-centric program. Unlike language-dependent tools like education or training programs, sport serves as a universal language. Leveraging sports as a primary tool can address the lack of positive activities for refugee children and youth.

In 2025, UNHCR Indonesia is implementing a Sports for Protection programme for refugees living in Jakarta and the surrounding areas, called “Game2Gather”. The high depression rate (32%) among refugees and asylum-seekers indicates an urgent need for more activities that prioritize improving psychosocial well-being and fostering connections with the Indonesian community.  The Game2Gather programme will provide a package of sports activities designed to be age, gender, and diversity-sensitive to achieve better mental health, social inclusion and social cohesion.

These activities will be targeted for children and youth. Implementation will be carried out through three key components:

1. A regular sports program will be organized and led by Refugee-Led Organizations (RLOs) under a grant agreement, ensuring community ownership and sustainability.

2. Skills building activities will be integrated into the sports program to empower participants with leadership, teamwork, and practical skills that enhance their resilience and self-competence.

3. Mental health support will be provided through peer counseling initiatives and a referral system, creating a safe space for refugees to share experiences and receive psychosocial support. This approach is expected to strengthen mental well-being while promoting social inclusion and social cohesion, not only within the refugee community, but with the host community as well.

UNHCR Indonesia is seeking an Individual Consultant to ensure the effective implementation of this program. The Individual Consultant is expected to develop training materials on Sport for Protection and mentor and train members of the Refugee Led Organizations who will be responsible for implementing the Sport for Protection (S4P) curriculum within their communities. The facilitator will train members of the RLOs to facilitate sports activities that promote inclusion, psychosocial well-being, and social cohesion among the refugee community.

Concise and detailed description of activities, including measurable outputs and delivery dates, impact indicators (what qualitative and quantitative results would be achieved upon completion of individual contract), performance indicators (timelines, value of the service rendered in relation to the cost, timeliness) and work plan:

Duties and Responsibilities:

Develop S4P tailored training materials for the selected Refugee Led Organizations adjusted with the Indonesian context, based on the existing Sports for Protection Toolkit and other curriculum, focusing on practical implementation, coaching strategies, and protection principles.

In consultation with UNHCR, Refugee Led Organizations (RLOs)and other stakeholders, identify an appropriate methodology for training coaches and participants and ensure it aligns with the objectives of the Sport for Protection (S4P) program.

Support field testing of the curriculum in Jakarta and surrounding areas, monitoring implementation and gathering feedback from coaches, participants, and stakeholders to assess effectiveness and identify areas for improvement.

Conduct a mapping exercise to assess which actors – including government agencies, UN organizations, NGOs, private sectors, refugees, academic institutions, faith-based organizations, etc.) have resources to contribute to the sustainability and greater inclusion of the program.

Facilitate training workshops for the selected Refugee Led Organizations and key project staff on the existing S4P curriculum, ensuring they gain the knowledge and skills needed to effectively implement the program within their respective communities.

Provide ongoing mentorship to RLOs, guiding them on how to apply the curriculum in their sports-based programs and activities, create safe spaces, integrate protection principles, and promote psychosocial well-being and social inclusion.

Ensure that feedback from refugees and stakeholders is integrated in all phases, including in developing training material, mentorship, and training” implementation. Provide recommendations to enhance the effectiveness of the programme.

– Socialize the established child protection referral mechanism with RLOs and refer any serious child protection concerns identified to UNHCR for case management assistance.
– Provide weekly updates to UNHCR.

All UNHCR workforce members must individually and collectively contribute towards a working environment where each person feels safe and empowered to perform their duties. This includes by demonstrating no tolerance for sexual exploitation and abuse, harassment including sexual harassment, sexism, gender inequality, discrimination, and abuse of power.

As individuals and as managers, all must be proactive in preventing and responding to inappropriate conduct, support ongoing dialogue on these matters and speaking up and seeking guidance and support from relevant UNHCR resources when these issues arise.

Deliverables:

The Individual Consultant is expected to deliver the following:

• Deliverable 1: Final tailored training materials for the selected Refugee Led Organizations based on the existing Sports for Protection Toolkit and other curriculums.

• Deliverable 2: Conduct training workshops for RLO coaches and key project staff on the Sport for Protection (S4P) curriculum.

• Deliverable 3: Provide mentorship to seven RLOs in Jakarta, Cisarua, and Tangerang areas for three months, guiding them on how to apply the S4P curriculum in their programs, integrate protection principles, and create inclusive and safe sports environments.

• Deliverable 4: Deliver a mentorship report summarizing key learning areas, challenges, and recommendations based on the Individual Contractor’s engagement with RLOs and other relevant actors, as well as a detailed report identifying key stakeholders and their resources who can support the sustainability and inclusion of the program. Include recommendations for collaboration and strategies to engage these actors effectively.

Tasks should be completed within the expected timeframe, or an extended timeframe upon mutual agreement. The Consultant is required to provide regular updates to UNHCR throughout the consultancy period.

Desirable Skills:

• Experience working on educational development curriculum will be an additional value
• Minimum 3 years working in the field of sports for development and peace (desirable)
• Experience in developing sport and play-based learning and training materials in humanitarian or development cooperation contexts (desirable).
• Experience working for a UN agency or international organizations in the humanitarian sector is an asset (desirable).
