Assistant Learning Development Officer

Organizational Setting and Work Relationships

The role is to enable on-the-job and peer-to-peer learning, and to develop and deliver customized learning solutions for colleagues in critical role pools, bureaux, managers and leaders in order to improve performance and contribute to career pathways. In doing so, the Assistant Learning Development Officer contributes towards building a positive UNHCR learning culture.

The job requires the incumbent to work both internally with the divisions and bureaux and in coordination with regional and country offices and external partners concerning capacity-building and awareness-raising activities to ensure appropriate cross-linkages of all UNHCR learning and development programmes with functional and management/leadership component.

S/he works with external service providers – consultants, e-learning developers, printing and production companies etc. and be responsible for preparing requests for proposals for acquiring goods and services.

The incumbent establishes strong linkages with subject matter experts from other UN agencies and non-governmental agencies as necessary on various issues with regard to the development of learning programmes and the provision of learning on specific issues.

Duties

  • Contribute to and support planning processes in the respective unit.
  • Support projects with internal and external partners to design and develop learning programmes.
  • Support and participate in cross-cutting projects to mainstream and systematize learning and assessment.
  • Support the analysis of learning needs based on an understanding and anticipation of present and future client needs, challenges, trends and strategies and subsequent development of appropriate learning responses.
  • Support and manage the design and delivery of learning programmes, activities and events including distance learning, e-learning, coaching, workshops, and other approaches. This includes supporting the selection of participants, managing the recording system for feedback on the work submitted, gathering permission for the use of articles or book excerpts in learning materials, workshop logistics, etc.
  • Support the follow-up and assessment of specific learning activities.
  • Facilitate and co-facilitate as required.
  • Contribute to the development of written materials, guides, job aides, etc., to be used for training, learning, and staff development purposes.
  • Ensure learning materials are uploaded into the system.
  • Support to the evaluation of learning activities.
  • Support for the unit in preparing reports, correspondence, technical papers, project or programme plans and general reference documents.
  • Supervise, if applicable, general service category staff and interns.
  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making is risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
  • Perform other related duties as required.

Relevant Job Experience

Essential

Relevant professional experience preferably related to administration, pedagogical activities or provision of learning. Experience in the design, development, delivery and evaluation of learning activities.

Desirable

Experience with coursework in adult education, training, project management, organizational psychology or development, or human resources management or related field such as organizational development would be a strong asset. Knowledge and experience of UNHCR’s operations.

Desired Candidate Profile

For this position (The Associate Skills & Learning Officer – leadership and management or management and performance), UNHCR requires a staff member, who works well across the organization and with multiple internal and external stakeholders, including senior managers and technical specialists in Divisions, Bureaux, Entities and Operations globally. S/he must bring leadership and people management learning experience and, critically, ERP experience, preferably from Workday, as the incumbent also will drive the use of Workday functionalities in the leadership and management area. As a co-driver of UNHCR’s leadership and people management agenda, the incumbent must bring an in-depth grasp of all aspects of skills-based learning and delivery of related experiences through Workday. The incumbent should have excellent research, analytical, drafting and coordinating skills. An experience in a policy or liaising role would be a plus.

Candidates must be nationals of Hungary and be legally present in Hungary at the time of application, recruitment and hire.

Remuneration:
In case of appointment, a competitive compensation and benefits package is offered.

Annual leave: UNHCR staff members holding a temporary appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year).

Pension system: Staff members holding a fixed-term appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).

Health insurance plan: locally recruited staff members in Budapest will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.

Nature of Position:

As global challenges grow more complex and displacement crises demand increasingly innovative responses, UNHCR’s workforce must be equipped with the right skills for UNHCR to remain effective. The broader vision for a modernized UN system, under UN 2.0, and UNHCR’s shift to sustainable programming also highlight the need to adapt the way the organization manages and develops talent. These challenges have called for a more focused and impactful Learning and Development (L&D) model that better equips, within available resources, the workforce with the skills, tools, and management and leadership capabilities required to thrive in a dynamic and complex operational environment.

 

The strategic repositioning of UNHCR’s L&D system and function will transition towards a skills-based approach that better synergizes learning, strategic workforce planning, data analytics and development, recruitment, deployment, and engagement efforts. To underpin this integration, the L&D function currently handled by the Global and Learning Development Centre (GLDC) will be embedded into DHR’s broader structure as one Section – the Skills and Learning Section (SLS) in the Integrated Talent Management Service.   The new Section will have two Units, the Skills Strategy Unit and the Performance and Leadership Unit.

 

The Integrated Talent Management Service (ITMS) will replace the current Assignments and Talent Mobilization Service (ATMS). Its objective is to ensure that UNHCR has the right talent in place through the integrated management of assignments, talent acquisition, and development. This involves, through SLS, building a high-performing, resilient, and engaged workforce by strategically investing in leadership, people management, and performance.
