ABOUT THE PROJECT

Nepal’s terai flood plain is hard hit by recurrent climate emergencies and a humanitarian crisis induced by returning economically displaced migrant workers. The new project, titled ‘Building Climate Resilience and Reintegrating Economically Displaced Workers through Climate Smart Agriculture in the Terai Flood Plain, Nepal (2022-2025)’ – hereafter KOICA CSA project – supports widespread adoption of climate smart agriculture to reduce vulnerability and improve food and job security, especially for women and returned migrant workers. It does this by a) improving emergency management in the agriculture sector to protect lives and livelihoods; b) strengthening resilient agriculture planning and implementation; and c) building and financing climate smart agriculture businesses for job creation and long-term resilient green growth.

 
POSITION SUMMARY

The Senior Officer, Project Management will function under the direct supervision of Country Representative. The Senior Officer, Project Management will be responsible for leading the KOICA CSA project through planning, implementing, oversight, and reporting. S/he will manage the timely achievement of the KOICA CSA deliverables, monitoring project plans, project outputs, project outcomes, schedules, work hours, budgets, and expenditures, organizing and participating in stakeholder meetings, and ensuring that project deadlines are met in a timely manner. The Senior Officer, Project Management aligns the project with goals and constructs detailed work plans, manages an implementing team, achieves milestones, and communicates the results across an audience of key stakeholders. In doing so, the Senior Officer, Project Management will carry out the following functions or responsibilities:

 

PURPOSE
  • Lead the implementation of the Project, including the full project management cycle including but not limited to workplan development, budget management, reporting, resource planning and management, risk management and project monitoring and evaluation. This includes Donor, Government, and GGGI internal reporting tasks when applicable.
  • Lead the project reporting to the Donor (KOICA), Government, and GGGI interal reporting tasks
  • Manage a multi-disciplinary and cross-geography team of staff members, consultants, firms, and other experts and oversee the collaboration with an international Korean NGO sub-granted under the Project.
  • Provide technical supervision, guidance, and support for the implementation of Climate Smart Agriculture practices and technologies, and implementation of Terai Agribusiness and Enterprise Challenge Fund (including the design of irrigation schemes).
  • Develop and maintain project performance databases that track overall progress and the accomplishment of specific milestones.
  • Other relative duties assigned by the Country Representative.
  • Assess the effectiveness of project activities and recommend improvements to meet key milestones for the project delivery.
  • Build and ensure synergy and alignment of the Project with the existing partnerships and ongoing projects/programs in climate smart agriculture, in priority.
  • Lead upscaling of the project and resource mobilization for project expansion.

  

ENGAGEMENT
  • Collaborate with GGGI colleagues in Country Office and HQ on project related matters to enable the delivery of high-quality products in accordance with GGGI standards.
  • Lead engagement with key government counterparts, private sector institutions, relevant academic institutions and, non-governmental agencies to identify best-practices, lessons to be learned in development of and implementation of capacity-building and awareness raising related to climate change/disaster-risk reduction, climate-smart smallholder agricultural production systems, and promotion of climate-resilient agri-businesses MSMEs and associated government agencies.
  • Lead coordination among GGGI/partner experts to consolidate a coherent curriculum of best-practices in climate change/disaster-risk reduction, climate-smart small-holder agricultural production and processing systems and to oversee its delivery to stakeholders in Nepal.
  • Lead coordination among GGGI/partner experts to mainstream social/gender inclusivity consideration across the project/country portfolio and ensuring that this is effectively reported upon.
  • Support organizing events and sessions between farmers, entrepreneurs and enabling institutions, and potential investors.

  

DELIVERY
  • Develop annual project implementation plans, including project activities, budget, annual human resource, and procurement plans.
  • Lead project execution consistent with the project objectives engaging national counterparts.
  • Ensure successful completion of the project deliverables indicated in the project document.
  • Organize project related activities including trainings, workshops, and knowledge sharing events, and support in the facilitation of these activities.
  • Provide technical leadership to staff members/consultants and build capacity of internal staff, government officials where applicable, other project related stakeholders.
  • Ensure the generation of evidence-based knowledge and information on CSA for the selected pilots.
  • Organize monitoring meetings as agreed by the project donor (KOICA).
  • Successful team management, ensuring GGGI’s core values are embedded in the delivery of the Project and making sure staff wellbeing.
  • Responsible for timely project monitoring and reporting, closely working with the component lead, project associate, admin associate, and other project staff under the guidance of the Country Representative.
  • Develop project concept note and proposal as requested under the guidance of the Country Representative to support Country Office resource mobilization.

 

REQUIREMENTS
QUALIFICATIONS
  • At least 8 years of relevant post-graduate professional experience, including experience in the project development, management, implementation, research, and stakeholder capacity building in the area of agriculture and agribusiness. Additional years of experience are considered advantageous.
  • Strong track record and experience in project management and as leader of project teams.
  • Post-graduate education (or equivalent professional experience) in the field of agricultural/environmental/development economics, policy/political/legal science, sustainable development, finance/investment, environmental/natural resources management, or other related subjects.  
  • Fluency in English, Nepali, and Maithili, both written and verbal desirable.   
  • Work experience in Madhesh Province preferred, including experience working with government institutions and development partners in Madhesh Province.   
  • Experience in engaging with multiple stakeholders, including international organizations, financial institutions, government institutions, NGOs, civil society, and others would be an advantage.

WORKING CONDITIONS

This position is an X9, national grade level in GGGI’s salary scale. For X9 National grade, the base salary starts from USD 26,851. Determination of base salary is subject to candidate’s experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
