Position description

The Programme Policy’s Officer’s responsibilities will include:

  • Coordinating the emergency response in direct support to the Head of Programme and the Deputy Country Director.
  • Overseeing the emergency team within the programme unit.
  • Leading preparation of emergency assessment capacities, contingency planning, scenario building and Concept of Operations to ensure adequate operation readiness and where feasible, a transition plan for more sustainable emergency responses.
  • Monitor emerging humanitarian and food security trends and potential socio-economic and political instability to identify risks and strategies for preparedness and risk reduction before crisis occurs.
  • Ensuring that WFP’s emergency response is coordinated with the affected communities, authorities, and partners, in collaboration with the WFP sub-offices and WFP’s IDP response coordinator.
  • Providing timely situational updates to senior management and diverse range of stakeholders to ensure effective decision-making as well as required external support by the CO/RB/HQ.
  • Proactively providing advice and support to mobilize WFP resources and capabilities for an effective and sustainable emergency response.
  • Leveraging available funding mechanisms, partnership networks and communication and advocacy platforms to raise visibility of the emergency operation and requirements.

Qualifications

Education:

  • Advanced University degree preferably in social sciences, public administration, international law, public health, international relations/development/affairs, logistics, supply chain management, business administration or other related fields of study, or First University degree with additional years of relevant work experience and/or, advanced training/courses.

Experience:

  • At least 7 years’ experience working in medium to large-scale emergency operations.
  • Experience in developing and implementing CBT activities in highly desired.
  • Has experience working in collaboration with a diverse array of humanitarian actors, including governments, NGOs, UN Agencies, civil society, etc.

Languages:

  • Fluency (level C) in English language.
  • Intermediate knowledge (level B) of French.
