ORGANIZATIONAL CONTEXT:
- Mozambique, with an estimated population of 25.8 million people, is classified as a low-income, food-deficit country, ranked 180 out of 188 countries on the Human Development Index and one of the most disaster-prone countries in the world. The regularity of these events perpetuates a cycle of vulnerability and emphasize the need for adequate disaster preparedness, prevention, and management.
- The overall objective of WFP in Mozambique is to support the government in achieving the Sustainable Development Goal 2 (SDG2 – End hunger, achieve food security and improved nutrition, and promote sustainable agriculture). Based on national development priorities, WFP Country Strategic Plan (CSP) 2022-2026 aims to support emergency response as well as long-term recovery and resilience and contribute to addressing the underlying causes of food insecurity and malnutrition in Mozambique.
- In line with its corporate strategy, WFP Mozambique strives to meet the needs of the most vulnerable populations by providing direct assistance through in-kind food, cash, vouchers, or a combination of all three. WFP Cash-based Transfers (CBT) portfolio is growing steadily as CBT is becoming the modality of choice to respond to slow-onset and sudden-onset emergencies as well as to assist beneficiaries involved in resilience-building initiatives.
JOB PURPOSE:
- Under the direct supervision of the Head of CBT, the incumbent is expected to perform specialized programme-related processes and activities to support the effective delivery of assistance through cash-based transfers.
KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):
- Perform specialized and/or standardised processes and activities related to CBT, including support on drafting and revision of distribution plans, review of beneficiary payment lists and upload of beneficiary payment files to instruct transactions on WFP’s mobile money platform, CBT reconciliation, etc.
- Provide project management support following established targets. For instance, by coordinating with other functional units and teams at field level to ensure timely preparations and implementation of CBT programmes.
- Compile data and support analysis and preparation of reports (e.g., monthly country briefs, donor reports, government reports, etc.) in order to support operational decision-making.
- Perform accurate, timely recording of data in WFP’s systems (e.g., COMET) following corporate standards and guidelines.
- Work closely with the programme business support assistants to ensure timely review and verification of FLA claims and other CPs’ reports.
- Work and exchange information with internal counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities.
- Support communication and activities with local partners, agencies, NGOs and government institutions.
- Act as a point of contact for resolution of general operational queries requesting assistance where necessary.
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
- Perform other related duties as required.
OTHER POST REQUIREMENTS:
- Good coordination skills and team player attitude.
- Proactive attitude and problem-solving skills.
QUALIFICATIONS AND EXPERIENCE:
- Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
- Experience: At least 5 Years of related job experience.
- Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different
