ROLE SUMMARY
CARE Sudan is seeking a dynamic and results-oriented Proposal Development and Donor Reporting Manager to lead and optimize our donor relations and grant management efforts. In this key role, you will be responsible for managing all internal and external donor reporting processes, coordinating the development and submission of high-quality proposals, and strengthening our systems for proposal development and grant stewardship. Your expertise will play a critical role in ensuring that CARE Sudan’s programs align with both donor priorities and organizational goals.
This position will work closely with program teams, senior leadership, and external partners, helping CARE Sudan to map and secure new funding opportunities that contribute to long-term program sustainability. You will report to the Program Quality and Development Coordinator and directly manage the Senior Funding and Reporting Officer.
RESPONSIBILITIES
1. Fundraising and Donor Relations:
- Lead the mapping of potential funding opportunities and maintain an up-to-date funding plan for CARE Sudan.
- Cultivate and maintain strong relationships with CARE Member Partners (CMPs) who directly liaise with international donors.
- Drive the entire proposal development process—from Go-No-Go decisions, conceptualization, to final submission—ensuring proposals meet donor guidelines and are cost-effective.
- Facilitate participatory and timely proposal processes, involving both field and HQ teams.
- Build capacity of field teams to enhance the proposal development process through training and orientations on roles and responsibilities (RACI).
2. Grant Stewardship and Reporting:
- Develop and maintain tools to track and plan donor reporting processes, ensuring timely submissions and donor compliance.
- Collaborate with program teams to streamline internal reporting processes, ensuring clarity and accuracy in reports.
- Provide expert guidance on donor regulations and ensure grants are managed in compliance with donor guidelines.
- Coordinate responses to donor information requests, ensuring transparent and effective communication.
- Create compliance fact-sheets and train staff on donor-specific compliance guidelines, fostering a culture of accountability.
3. Optimization of Grant and Program Management:
- Lead the development and implementation of improved project management lifecycle processes and tools to ensure efficient program delivery.
- Provide training and capacity building for program and support teams on new grant and program management processes.
- Initiate and oversee monthly and grant-cycle-specific processes, ensuring project milestones are achieved.
- Collaborate with the Program Quality (PQ) team to capitalize on learnings from report outcomes and improve future programming.
- Offer capacity-building workshops on report writing, proposal development, and adherence to donor guidelines and regulations.
QUALIFICATIONS
- Master’s degree in International Development, Business Administration, Sustainable Development, or a related field.
- 4-5 years of experience in program development, proposal writing, fundraising, and/or business development within the humanitarian sector.
- Proven track record of securing successful bids and new business development.
- Strong budgeting, financial reporting, and IT skills, particularly proficiency in MS Office.
- Excellent proposal writing, communication, and interpersonal skills.
- Demonstrated success in managing donor relationships and fundraising efforts in the humanitarian sector.
- Ability to work effectively in diverse teams to achieve fundraising and program objectives.
- Highly developed influencing skills with a collaborative approach to problem-solving.
- Strong multi-tasking and deadline management abilities in a fast-paced, high-stakes environment.
